Onshore Gas Processing Facilities
During the development of two new onshore gas processing facilities with complex sour gas processing operations, dss+ was engaged to conduct an independent technical review of the facility’s HSE studies. The dss+ review team involved industry specialists to explore specific concerns around management of safety risks through design, emergency response protocols for major accident hazard scenarios, and air quality management plans.

dss+ Approach
The project team reviewed more than 100 documents, conducted 20 in-depth discussions with operators and local government agencies, and interviewed a variety of stakeholders, such as neighbouring facilities, landowners, and local representatives. This led to the identification of gaps, as well as approximately 300 discrete risk management recommendations for operators, including some for implementation by regulators and local authorities, to address critical issues ahead of the project commissioning.
By identifying gaps during the early phase of the project, this review enabled the management of operationsrelated HSE risks to ALARP and strengthened onsite and community emergency response preparedness in a systematic manner.
